IRENA/ADFD Project Facility

The International Renewable Energy Agency (IRENA) and the Abu Dhabi Fund for Development (ADFD) have created a joint project facility to support renewable energy projects in developing countries. For this partnership, ADFD pledged USD 350 million in concessional loans over seven annual cycles for projects that are recommended by IRENA. USD 50 million is available each cycle. To be shortlisted, projects should focus on energy access and security through environmentally sustainable means.

Eligible countries and regions

Members of IRENA, Signatories of the Statue, or States-in-Accession, that are developing countries on the OECD "DAC List of ODA Recipients". Preference will be given to IRENA Member countries.

Eligibility criteria

To be considered eligible for support projects:

Should deploy renewable energy as defined in the Statute of IRENA: bioenergy, geothermal energy, hydropower, ocean energy, solar energy, and/or wind energy.
Must have the support of, and must be prioritised by, the government of the country where the project is to be implemented. All applicants must be able to obtain a government guarantee (see this website for more details).
Must be at feasibility study and pre-implementation stage, i.e. prior to tendering and procurement execution. Loans cannot be used to fund any pre-development activities, such as feasibility, environmental impact or socio-economic impact studies.
Must have positive socio-economic, environmental and other sustainable development impacts in the country of implementation.

Consideration by the Panel of Experts involves scoring and commenting on each project in terms of:

Technical merit, including appropriate design, management capability and project deliverables
Economic/commercial viability, including an appropriate business plan, demonstrated economic feasibility
Socio-economic and environmental benefits, including addressing development goals, e.g., equity, health and gender empowerment.

Decision-making information

IRENA carries out its project screening and recommendation process through two bodies as per IRENA Assembly General Principles document.

The Panel of Experts, formed from a list submitted to the Advisory Committee every cycle by IRENA’s Director-General, taking account of the IRENA Secretariat’s contacts with experts in the field as well as recommendations from IRENA’s membership.

The Advisory Committee, appointed by the IRENA Assembly annually, selects and recommends projects based on their strategic importance in terms of national priorities, geographic spread, technology diversity and expected impact. Selection is also based on the scores, ranking, shortlisting and comments from the Panel of Experts.

ADFD makes the final decision to select projects for funding from the recommended list received from IRENA.

Monitoring and reporting procedures

IRENA and ADFD closely coordinate to monitor project progress towards implementation after final selection by the ADFD. IRENA will liaise with project proponents on the monitoring and reporting of development impacts.
