Future Carbon Fund

The Future Carbon Fund (FCF) is a trust fund established and managed by ADB on behalf of fund participants. The fund is a component of ADB's ongoing Carbon Market Program (CMP), which provides financial and technical support for Clean Development Mechanism (CDM) projects.

All ADB developing member countries are eligible to receive support from the fund.

Eligibility criteria

Eligible projects should meet the following criteria:

Be located in one of ADB's DMCs that is also a non-annex one country under the Kyoto Protocol and eligible to host CDM Projects;
Be (a) financed by ADB through a loan, equity investment, or guarantee, have entered into an agreement(s) with ADB for financing the project, or (b) supported with technical assistance from ADB's Carbon Market Initiative and have entered into agreements with a third party or parties for financing the project (satisfactory to the Trustee)
Generate CERs that result in permanent GHG Reductions and not temporary GHG Reductions
Comply with ADB Operational Policies and Procedures.

Decision-making information

FCF has six participants: the Swedish Energy Agency, the Government of Finland, the Republic of Korea, Participatie Maatschappij Vlaanderen NV (an investment company fully owned by the Flemish Region of Belgium), POSCO (a Korean steel company), and ENECO Energy Trade (a Dutch utility).

FCF day-to-day operations are carried out by ADB as trustee. FCF participants meet annually and in special meetings as required to review FCF operations, provide general strategic and policy guidance to ADB, and elect the members of the FCF board of directors, which consists of representatives from all six FCF participants. Voting rights are proportional to each participant’s commitment to FCF. A quorum of participants holding a majority of all votes must be represented at meetings unless otherwise stated in FCF regulations. Each of the six participants has nominated one director for the FCF board of directors, which meets at least quarterly and provides general advice to ADB on issues regarding FCF operations. The FCF board of directors must approve the terms and conditions of all ERPAs proposed by ADB. Each director has one vote, and board decisions are made by simple majority vote.
