Panama is one of three carbon negative countries in the world: Panamanian forests capture more carbon than the country’s total GHG emissions. Panama submitted its first NDC in April 2016, and their updated NDC was submitted in December 2020. Panama became a member of the Partnership in December 2016 and submitted its first request for support in updating its NDC, designing an MRV tool, and elaborating an NDC implementation plan, responded to by the World Bank. The scoping mission took place in February 2019 and three different facilitators have rotated roles since June 2019 with support from WRI the first year, then from UNDP for the following two years. Facilitators have helped support NDC update processes and develop Panama’s Partnership Plan (expected launch: January 2022). The NDC Partnership’s Climate Action Enhancement Package (CAEP) responded to 25 different activity requests with support from UNEP, UNDP, WRI, the World Bank, and FAO; ranging from assessment of electric mobility potential in the public sector transport, to capacity building and workshops focusing on NDC ambition. UNEP has helped develop a baseline dataset for a long-term climate strategy and UNDP has played an active role supporting the Ministry of Economy and Finances in developing policy and programmatic models, as well as a climate labeling system. Given Panama’s drive to remain carbon negative, FAO is working closely with the Government to strengthen forest conservation and regeneration policies. Several of the CAEP-supported activities are expected to continue in the Partnership Plan expected to launch in early January 2022. Furthermore, given Panama’s investment in the financial and private sector, they have expressed interest in the Partnership’s Central Bank initiative, building momentum for an active 2022.
