Global Climate Change Institutional Capacity Assessment Tool

Building institutional capacity to address climate change is recognized as an important result across USAID’s climate change adaptation and mitigation efforts. The GCC Institutional Capacity Assessment is a structured tool for assessing an organization’s or institution’s capacity to address climate change issues. It can be used as a baseline assessment tool to inform assistance and enable an evaluation of impact at a later date. It can also be used – in full or in part – as a performance monitoring tool to document progress. For USAID, the tool can facilitate monitoring and reporting on standard indicators related to institutional capacity to address climate change. The tool is designed to measure the progress of formal organizations, including government ministries, non-governmental organizations (NGO), and civil society organizations (CSO) at the regional, national or sub-national level. It is not designed for informal groups, such as village development committees (VDC).
