Rwanda was the first country in Africa to submit an updated NDC, which committed to reduce emissions by 38% (conditional plus unconditional commitments) from BAU projections from the 2015 baseline year. It also identifies 38 indicators for adaptation that capture 24 adaptation measures in eight key sectors. The NDC Partnership has been engaged with Rwanda since 2018, having launched the Partnership Plan in 2018 at the Green Growth Forum. Since then, the Plan has been used to identify corresponding support from members including: the Global Green Growth Institute, the World Bank, Sweden, Belgium, Netherlands, UK, African Development Bank, International Renewable Energy Agency, UN Habitat, Germany (GIZ and KFW), ICLEI - Local Governments for Sustainability, as well as the Green Climate Fund and the Rwanda Green Fund (FONERWA). Since the updated NDC was submitted, the Partnership has supported Rwanda to update the Partnership Plan to an NDC implementation framework that identifies priority projects from the sectors in need of support for implementation. The NDC implementation framework will be a central planning tool for the Ministry of Environment, Ministry of Finance and Economic Planning and the Rwanda Green Fund to mobilize support for key projects in the NDC.
