Pakistan’s updated NDC sets a cumulative ambitious target of 50% reduction of its projected emissions by 2030, with 15% from the country’s own resources and 35% subject to provision of international grant finance. To reach the target, Pakistan aims to shift to 60% renewable energy and 30% electric vehicles by 2030, and completely ban imported coal. Moreover, Pakistan seeks to expand the implementation of transformative nature-based solutions, such as the Ten Billion Tree Tsunami Programme, Recharge Pakistan, and Protective Areas Initiative. The NDC update process was supported by the NDC Partnership Climate Action Enhancement Package. The revised NDC undertook a whole-of-society approach, including consultations and engagement at national and subnational level, inclusion of gender and youth, and a multi-sector governance structure lead by the Ministry of Climate Change. As a result, new sectors and gases are included, the quality of data is improved, and costing and funding options are further refined in the document. With support from the NDC Partnership and GIZ, Pakistan developed its Roadmap for NDC Implementation in 2018, outlining mitigation options for key sectors, challenges, and enabling interventions at the policy level. Based on the roadmap and extensive stakeholder consultations, Pakistan developed a Partnership Plan focusing on priority projects for the country. Moving forward, the country will revise its NDC Planning and implementation instruments to integrate actions at the subnational level, expand sectoral coverage, and reflect the renewed mitigation ambition and adaptation interventions outlined in the country's NDC.
