Saint Lucia submitted its updated NDC in January 2021, reflecting an increase in ambition in mitigation, adaptation and loss and damage components. The Government received support for NDC revision from Climate Analytics, the Global Green Growth Institute, the Word Resource institute, and the Organization of Eastern Caribbean States Commission through the NDC Partnership’s Climate Action Enhancement Package. Also through the support of the Partnership, Saint Lucia developed an NDC implementation plan, or Partnership Plan, in 2018. The Partnership Plan was approved by the Cabinet in May 2019 and serves as a national planning and monitoring tool, detailing actions to increase energy efficiency, renewable energy, and sustainable transport, as well as to create synergies with the National Adaptation Plan and associated Sectoral Adaptation Strategies and Action Plans. The Partnership Plan has recently been updated in accordance with the updated NDC. An in-country facilitator has been embedded within the Ministry of Sustainable Development since May 2020 to support the Government in planning, coordinating, and mobilizing resources for the implementation of the Partnership Plan. In addition, Saint Lucia received support from the World Bank through the Partnership’s Economic Advisory Initiative to drive green economic recovery in response to COVID-19. The Economic Advisor, embedded in the Department of Economic Development, has identified several costed measures to support NDC implementation, including shorter-term resilience measures to recover from economic and job loss, and longer-term actions for to ensure sustainable development, including economic diversification.
