Recover green: Higher NDC Ambition through Collaborative Climate Action

This resource explores the intersection of multi-level governance, climate action and green recovery. It makes the case that measures already developed by governments for their NDCs provide an excellent basis for green recovery packages and, in addition, that both recovery packages and NDC ambition will become stronger if subnational levels are included in a systematic way. Recommendations on how to involve subnational levels in NDC planning and implementation processes are derived for climate policy professionals at different levels of government as well as for governance experts.
