A document to assist policymakers in establishing partnerships between the public and private sectors to develop climate-friendly infrastructure and to improve service delivery, including climate risk assessment, with a specific focus on Small Island Developing States (SIDS). The aim of this toolkit is to provide policy practitioners with the basic knowledge to engage in public-private partnerships. The toolkit focuses on the specific needs of the Caribbean, such as the relatively small market size, the legal and regulatory systems, constraints on government capacity, high investment needs and limited financial capacity. The methods in this document will guide governments in leveraging the private sector's knowledge, financial capacity, and efficiency.
